Overview
Philadelphia's BEPP program includes provisions for building owners who face circumstances that make standard compliance pathways difficult or inappropriate. Based on City program information, these options include Alternative Compliance Plans, exemptions, and extensions — each with its own eligibility criteria and filing deadlines.
These options are not automatic. They require proactive filing by the building owner or their representative, and they have specific deadlines that must be met. Missing a filing deadline may eliminate the option.
Alternative Compliance Plans
An Alternative Compliance Plan (ACP) may be available to building owners who cannot meet the standard compliance requirements but can demonstrate a credible plan to achieve compliance through an alternative approach. Based on City program information, ACPs must be submitted and approved by the City.
2027 cohort filing window
Alternative Compliance Plans may be submitted starting January 4, 2027 for buildings in the 2027 cohort.
Exemptions
Certain buildings or circumstances may qualify for an exemption from BEPP requirements. Exemption eligibility depends on the City's criteria — which may include factors such as building use, ownership structure, or financial hardship. Exemptions are not guaranteed and must be applied for.

Extensions
Extensions may be available for building owners who need additional time to complete compliance but have a legitimate reason for the delay. Like exemptions, extensions require a formal request and are subject to City approval.
