What is the BEPP High Performance pathway?
Under Philadelphia's BEPP program, the High-Performance pathway allows covered buildings that already meet the City's energy performance standard to demonstrate compliance without completing a Building Tune-Up. It is the preferred pathway for buildings that can show strong energy performance.

When might a building qualify for the High Performance pathway?
Based on City program information, a building may qualify for the High-Performance pathway if its energy performance meets the standard set by the City for the applicable compliance cycle. This is generally assessed using benchmarking data already reported through ENERGY STAR Portfolio Manager.
The building has consistently benchmarked its energy use
Its ENERGY STAR score or EUI appears to meet the City's performance threshold
The building's benchmarking data is complete and accurate for the relevant period

Key deadline for the 2027 cohort
April 5, 2027
High Performance reports are due by April 5, 2027 for buildings in the 2027 BEPP cohort. This date is also the first day to submit exemption or extension requests.
Buildings that miss the High Performance report deadline and do not qualify for an exemption or extension will generally need to pursue the Tune-Up pathway, with a Tune-Up Report due September 30, 2027.
